09.00 System Regulations Regarding Information Resources

Purpose: Chapter 09 – Information Resources focuses on providing a common basis for regulating information technology standards and compliance; as well as providing the framework for shared technology systems between TTUS component institutions. The chapter contains system regulations that are the minimum viable standard for compliance with applicable state and federal regulations, as well as outlining the roles and responsibilities regarding shared technology systems that are provided by TTUSA IT. 


01 Definitions

Common Abbreviations, Terms, and Conditions Specific to the Chapter

a. The System. The System refers to the collective group of Âé¶¹ÌìÀǸ±ÀûÔº and component institutions.

b. TTUSA. TTUSA refers the state agency identified as Âé¶¹ÌìÀǸ±ÀûÔº Administration (TTUSA).

c. CIO. Chief Information Officer (CIO) refers to the individual identified by The System Component Institution as the designated Information Resources Manager per

d. ERP. Enterprise Resource Planning (ERP). Refers to the administration of general ledger, accounts payable, accounts receivable, budgeting, inventory, asset management, billing, payroll, projects, grants; administration of human resources, including administration of performance measures, time spent on tasks, and other personnel and labor issues; and administration of procurement; the administration of student admissions, finance, enrollment, financial aid, and advising activities.

e. ERP System. Enterprise Resource Planning (ERP) System is defined as a collective suite of software applications used by The System administrative staff and faculty to support business operations within the scope of ERP activities.

f. Enterprise Systems. Enterprise Systems include all ERP systems, ancillary products and local development used across The System in conjunction with the ERP.

g. Mission Critical Systems. Mission Critical Systems are those identified by the CIOs as critical for the operations of Administrative, Academic, Research, and Clinical needs.

02 System Regulation Governance for Chapter 9 Information Resources & Technology

System Regulations regarding Chapter 9 of Information Resources and Technology are managed by the TTUS Office of Information Technology with final approval from the TTUSA Chief Financial Officer (CFO) in collaboration with CIOs and CFOs of component institutions of The System.

a. Review Procedures. Proposals for additions, changes, or retirement of System Regulations relating to Information Resources and Technology will be submitted to the TTUSA Office of Information Technology. The TTUSA CIO will review the request, prepare a draft of the regulation, and coordinate a review of the proposed regulation with CIOs and CFOs commensurate to the scope of impact of the regulation. The final draft of the regulation will be submitted to the TTUSA CIO final approval and publication.
