About the Office of General Counsel
One Office, Five Locations
Each of our seventeen attorneys and administrative staff serve the System and each of its component institutions. Our five locations provide convenient access for System stakeholders, but our attorneys in each location contribute their experience and expertise to serve the entire System. Our five locations include:

Who We Represent
The Office of General Counsel represents the System, its component universities, and personnel acting in their official capacities. We do not represent individuals or students in personal legal matters. Our office may engage outside counsel to work on particular matters when certain considerations鈥攕uch as specialized subject matter鈥攎ake it appropriate to do so. System personnel should not contact outside counsel concerning System or institutional business without prior consultation with our office, in accordance with System Regulation 07.02.
What We Do
Our team provides a wide range of legal services, including risk and liability evaluation and prevention, advice on legal implications of proposed actions and policies, counsel on compliance with state and federal laws and administrative regulations, review of contracts and transactions, litigation management, and various legal trainings. Law students are welcome to apply for semester and summer clerkships, including for-credit externships, in our office locations in Lubbock, Texas. Clerks can expect to gain experience in legal research, drafting, and analysis, and to work on a wide range of higher education legal issues, such as employment, healthcare, litigation management, contracting and transactions, free speech, civil rights, and legislative and regulatory interpretation. Any student wishing to receive course credit for work in our office is solely responsible for satisfying all requirements of their law school.
